#FID2025 is the first initiative in Romania aiming to help the representatives of the private sector understand what disinformation is and how to recognize it, as well as equipping the corporate and brand guardians in Romania with tools and best practices to combat potential disinformation attacks that might affect their organizations.

An economist by training, with 20+ years of corporate finance and investment strategy experience globally, Ioana graduated from the University of Cambridge with a degree in scientific research, having conducted her pre-doctoral academic work on the core aspects of energy policy (security, affordability, environment protection and climate justice) at Cambridge Judge Business School. In 2022, she founded the Cambridge Sustainability Policy Lab, where she collaborates with scientists around the world to foster policies leading to a sustainable human development, as well as design educational programs on specific areas in the fields of combating malign influences of all forms and analysing investment through country platforms, especially for climate adaptation and mitigation strategies.

Alexandra Stănciulescu

DSA Officer, European Commission Representation in Romania

Located at the European Commission’s Representation in Romania, Alexandra Stănciulescu is a Legal and Policy Officer working together with the team of DG CNECT, Directorate F, in Brussels, in enforcing the Digital Services Act. Her role implies, among others, engaging with relevant stakeholders, such as local experts, academia and civil society to gather knowledge and evidence to support the application of the DSA vis-a-vis Very Large Online Platforms and Very Large Search Engines, as well as in relation to systemic risks in the Union, while liaising with the relevant national authorities to ensure consistency and coordination between Romania and the European Commission in the supervision of Very Large Online Platforms and Very Large Search Engines and the enforcement of the DSA. Previously, Alexandra worked as a competition inspector for the Romanian Competition Authority, focusing on investigations and merger assessments in financial and digital markets.

Kata Balint works in the Digital Services Act Enforcement Team at the European Commission, focusing on information integrity, information manipulation, disinformation, and elections. Before joining the Commission, she worked as a digital researcher investigating online harms at Reset Tech, the Institute for Strategic Dialogue and Political Capital Policy Research & Consulting Institute. Kata conducted research on mis - and disinformation, information operations and manipulation, conspiracy theories, hate speech, online radicalization, political attitudes and behaviour.

Beth Lambert is Account Director at Logically, a tech company that works with democratic governments, enterprises and civil society organisations to tackle online information threats and foreign interference at scale using AI and expert OSINT investigators.

She is the former Head of Counter Disinformation for the UK Government's Department for Digital, Science, Innovation and Technology where she oversaw the department’s policy response to disinformation issues covering public health, public safety and national security. In 2021 Beth was elected Chair of the Council of Europe’s expert advisory committee on the integrity of the information environment.
In 2020 she was awarded a Churchill Fellowship for her research on international best practice in combating state-backed disinformation campaigns, including foreign interference during elections.

Agne is Managing Director of Advisory and Policy in Tremau, a Trust & Safety firm helping companies make the online space safer. In this role, Agne helps online platforms revamp their Trust and Safety processes and meet novel regulatory requirements under laws such as the Digital Services Act and the UK Online Safety Act. Prior to Tremau, Agne worked in the European Commission where she wrote and negotiated the Terrorist Content Online Regulation and the Digital Services Act. Agne led the Commission’s work on the EU Internet Forum, bringing together tech companies and member states to tackle illegal content. Before joining the Commission, Agne worked as an advisor for the Estonian government on a range of security issues.

Mrs. Andrea Liebman is a senior analyst and spokesperson at the Swedish Psychological Defence Agency (MPF).

She specializes in security, defense, and the intersection of digitalization, social media, strategic communications, and foreign information manipulation and interference (FIMI). Her work also covers AI and emerging technologies. She has a background in public diplomacy and strategic communications, working with international organizations such as the United Nations and the International Institute for Democracy and Electoral Assistance. She also led the communications department at the Swedish Institute of International Affairs (UI). Mrs. Liebman holds master’s degrees in journalism and international relations.

Elena has tackled data privacy related matters since 2015 and throughout the years has deepened her knowledge and experience, becoming a specialist in this legal area. She has assisted clients with GDPR data mapping audits, offering support in implementation of compliance measures, advice and representation services in data breach cases, as well holding specialised data privacy trainings for clients operating in various sectors. Elena has been highly involved in various legal tech endeavours and has even won the Special Focus award at the first Legal Global Hackathon where she and her team created a GDPR compliance platform.

Given her life-long passion for Technology inspired by her inventor father, her vast experience with IT service agreements, software development and licensing agreements, as well as her involvement in high profile tech and IP asset transactions, Elena has become one of Romania’s go-to tech lawyers.

Elena is highly involved in the development processes of several Legal Tech solutions aiming at ensuring clients’ compliance with specific regulatory concerns, as well as platforms dedicated to legal professionals targeting the improvement of lawyers’ productivity by eliminating unnecessary grunt work.
